When the Taxman consults - who's in the room?

Regulators, and other policy-makers frequently have the problem of needing advice on very technical issues, and periodically face criticism if the selected stakeholders seem inappropriate. This was the situation highlighted in this week's 'File on Four' programme on Radio Four. It considered the HMRC's consultations on the 'Patent Box' and CFC (Controlled Foreign Companies), and the firms invited to advise the Taxman! In this AudioBoo, Rhion Jones says that this is a very common problem for Regulators, especially with the public suspicious that its interest may suffer.
