Planning Guidance - a victory for consultation?

Everyone seems happy! About Planning! Incredible! But that is what seems to have happened following the Government's announcement of its revised, shorter, compromise-minded Planning Guidance. The Daily Telegraph and the National Trust boast of a victory, and Ministers - who a few months ago complained of a left-wing conspiracy, now talk sagely of common sense.
