FeBOOary Day 5: State from scratch

FeBOOary day five called for a bit of imagination in specifying the laws one would introduce if building a state from scratch. This challenge was right up my street, and I truly went to town on specifying the constitutional and governmental elements which would underpin my imaginary country.

I should state here that this is an entirely fictional scenario and none of what I say is intended as a comment on real life situations in the UK or overseas.
