Why is tax payers' money spent on 'fake shop fronts'? Waste of money?

What do you think of the 'fake' shop fronts that have popped up across the country in a bid to mask empty units? Well - the Department for Social Development (DSD) said it has invested £190,000 thousand on these over the last 6 years.
