Should taxpayers foot the bill for tattoo removals?

Should the health service ever pay for people to have their tattoos removed? A Nolan Show investigation has revealed that 1,233 people in Northern Ireland have had tattoos removed since 2010 at a cost of thousands. So you pay for a permanent picture or name or slogan on your skin. Sometime down the line you think, I don't like that anymore. Should other taxpayers foot the bill to have it removed? Is Northern Ireland different because maybe people got paramilitary tattoos when they were young and regretted it when they were older?
