Does a victim being "known to police" minimize the importance of an attack?

On Monday morning, a woman was found badly injured in Moore's Meadow in Prince George after being shot. RCMP say it was a targeted attack, and the woman is "known to police." But that language upsets some people who feel the language creates a barrier between "us" and "them" and minimizes the severity of the attack.
