Should employers give extra breaks to workers who vape?

Public Health England officials also want firms to set aside vaping rooms, stop forcing e-cig smokers to go outside to vape' and give them extra breaks for 'frequent top-ups'. So should employers make exceptions for e-cig users? What about non smokers do they have a right to take extra breaks?
