Ed Miliband made an audacious bid to outflank David Cameron on the economy today by calling for the 10p rate of income tax to be brought back.

The announcement was a surprise inclusion in the address but as Iain Dale found out from Shadow Chief Secretary to the Treasury, Rachel Reeves MP, the whole party are very much on message with this... #modest!
