'Significant failings' in assessment units

Later this morning Health Secretary Jeremy Hunt is to be questioned by MPs about what they say is the continuing scandal of more than 3,000 people with learning disabilities 'stuck' in units like Winterbourne View. Three years ago BBC Panorama footage showed appalling abuse at the hospital. Soon after the government and NHS promised a dramatic reduction in the number going in to these assessment units - but even more people are now going in than leaving. Disability campaigners are concerned some are at 'serious risk of abuse and neglect'. Zoe Conway reports.
