Why was the word 'swamped' so controversial?

It is a word which provokes controversy as Mr Fallon, the Defence secretary found after he said 'swamped' in a TV interview with Sky News on Sunday, referring to immigrants. He later apologised saying he 'misspoke' and said he'd used words he wouldn't normally have chosen. So why does the word 'swamped' provoke such a strong response?
