Do countries need to be given a shove to take action on climate change?

It seems the United states thinks so. It's going to start monitoring pollution around more of its embassies across the world, including its buildings in Delhi.

But is embarrassing countries into action the best route to take? In Calcutta businessman Mudar Patherya is known as the green mediator, for launching initiatives to clean up parks and wetlands. We asked what he thought about a policy of naming and shaming countries with poor environmental records.
