Has Ofcom been tough enough in its report on BT & Openreach?

The telecoms regulator, Ofcom, has recommended that BT Openreach, which own most of the UK's telephone and broadband network, becomes a separate company within the BT Group. Ofcom says its owner has too much influence over it, which can harm competition. But has Ofcom gone far enough in its report? Independent telecoms expert Dave Millett, of telecoms broker Equinox, joined Share Radio’s Directors’ Briefing sponsored by Hewlett Packard Enterprise to offer his view on the report.
