"The Russian Government, however, said that the Ukrainian naval vessels violated Rus-sian territorial waters, and, as a result, more than one Sobol-class patrol boat, the Coast Guard ship Don, and the corvette Suzdalets intercepted the Ukrainian vessels. The in-cident enabled Pres. Poroshenko to sign a decree declaring regional martial law for 30 days starting on November 28, 2018, and sent the matter to Parliament for approval. That was immediately granted. Significantly, the two gunboats which were seized did not need to be moved by sea to the base in Azov (where there were already two Gyurza-M-class vessels recently deliv-ered and constructed at the Azov naval base); the vessels were sufficiently small that they could have been delivered overland, unless the Ukraine Government sought to create an incident.
