In 1881 the emperor gave Korea formal permis-sion to contract treaties with foreign countries.Admiral Shufeldt, on the part of the UnitedStates, had, however, already entered into a treatyof peace, amity, and commerce with Korea, in1882; Japan, in 1876 ; and England, in 1883.China hoped by this concession to place Korea onsuch a basis that by means of treaties she couldin a measure enter the family of nations, and befreed from all danger of Russian aggression.
