A report's concluded a young offender institution in Kent is still not safe enough.

Inspectors last September found there were high levels of violence, some serious, at Cookham Wood in Rochester - which holds nearly 200 boys aged between 15 and 18.

Use of force by staff had also increased following its previous inspection in 2018 - with restraint techniques being used for more than half of incidents.

Children being diverted from another institute was blamed for it running near full capacity - Work's underway to recruit more staff.
