Philip Hygate and the Isles of Scilly Council.

It will be a strange day for Philip Hygate, the chief executive of the Isles of Scilly Council, today. On the one hand he will have to fight hard to keep all of the hundred days back dated holiday he says he's earned and allowed. On the other he can keep a job he doesn't really want. A narrow vote of 10 - 8 on St Mary's last night means Scilly remains the only council in England where the chief executive and the monitoring officer are the same person. BBC Radio Cornwall's Denis Nightingale was at the meeting.
