TLC was still filming, the family was still trying to survive the scandal, and Joseph Duggar sat down and said the quiet part on camera. Josh had been living a secret life. Five years later, according to an arrest affidavit filed in Bay County, Florida, Joseph Duggar was on a family vacation in Panama City Beach and asked a nine-year-old girl to sit on his lap.
