Is the David Shrigley artwork commissioned for Derry City of Culture 2013 worth £25 000?

Yesterday hundreds of events were announced at the programme launch for Derry~Londonderry's year as the first UK City of Culture. Performances by the London Symphony Orchestra and the first visit of the Royal Ballet to Northern Ireland in over 20 years are just some of next year's highlights. Also revealled at yesterdays event was a specially commissioned piece from artist David Shrigley at the Guildhall.
