Should child benefit, income support or tax credits for your kids be capped at a max of 2 children - if you are on the dole? That's what Tory chairman Grant Shapps has suggested. This means if you have more than 2 kids - you won't get any more money for them. He says unemployed parents who then choose to have more than two children 'will know that welfare is not going to fund that choice'. And he's gone further to say under-25's could also lose their housing benefit. So is this a fair move given the state of the countrys finances? Or would this be penalising our young?
