Addiction support group in Wolverhampton doesn't think Spice or Mamba users know they're breaking the law

Capital's been told people who use synthetic cannabis might not know they're breaking the law until they're arrested.
Things like Spice and Mamba used to be classed as legal highs but, as of last month, they're now a Class B drug.
