The Scottish Referendum consultation - out of practice or out of place?

The Scotland department has produced a consultation on plans for a Referendum on Scottish independence. In this boo, Rhion Jones argues that it does not quite meet best practice standards - and that maybe the Scotland department is out of practice when it comes to consultations. He concludes that this may well be a policy document/negotiating document masquerading as a consultation. What do you think?
