Are protests over parades & flags preventing normal police work?

There have been almost 3,500 fewer arrests in Northern Ireland in the past nine months than in the same period the previous year. The shortfall is being blamed on so many police resources being tied up in policing public disorder and protests. We hear from DUP MLA Jonathan Craig and Alban Maginness of SDLP
