At the conference for the 10th anniversary of the World Development Report 2004 (Making Services Work for Poor People) conference, we spoke to Ruth Levine from the Hewlett Foundation about how we've got better at measuring service delivery performance but not necessarily at finding or developing solutions we can scale up, and why context matters.
