At the conference for the 10th anniversary of the World Development Report 2004, we spoke to Andy Ratcliffe, the Africa Governance Initiative's Director of Strategy and Development, about why accountability needs capacity at the top as well as at the grassroots to be effective, moving away from an idealogical debate on private/public service delivery and instead developing a solution from a deep understanding of the problem, and what we need to do differently in fragile states.
