Has the Catholic Changed its stance on homosexuality?

Senior Bishops at the Vatican discussing Roman Catholic teachings on the family have issued a preliminary report calling, among other things for the Church to be more open to the homosexual community and respect the dignity of gay people. The church hasn't changed it's mind on same sex marriage, but this report marks a change in attitude. But is it earth shattering? Akwasi Sarpong spoke to Archbishop Palmer-Buckle of Accra.
