Legality of parking fines called into question

Drivers could be owed tens of millions of pounds in what are being described as ''illegal" parking penalties.

Research from the RAC Foundation suggests that the fines given to drivers who outstay their pre-paid parking time on private land are excessive, and out of proportion to any losses suffered by the car park operator.
