Is BBC losing the battle on presenter pay secrecy?

Is the BBC finally losing the argument on not revealing the salaries of it's top earners? Presenter Andrew Neil has come out to say he has no objection to HIS own pay being published and that he does indeed earn more than the Prime Minister. However - he says that given his workload of some 180 shows a year - 'his pay-to-work ratio makes him a bargain compared with his rivals'. Is it the end of the road? Should all BBC salaries be published?
