VOR DEBATE - Sober times for Britain's drinkers

The Home Office say the measures are aimed at changing the behaviour of problem drinkers and irresponsible shops. But critics, including the British Retail Consortium, say that the controls are unfair and penalise the majority, who are responsible drinkers.
