Carrier bag tax - Will it be good for the environment or a step too far for already hard pressed customers?

Northern Ireland's new carrier bag tax comes into effect today, with retailers now charging shoppers at least five pence for each new bag. Will it be good for the environment? Is 5p enough? Or is the levy a step too far for already hard pressed customers?
