The school that spends a third of its transport budget on taxis

Time and time again we hear how Cornwall suffers financially when compared to big cities. But why should that be? Can anything be really done to change things? Like many rural councils across England, Cornwall Council is having to dig deep to find millions of extra pounds to transport children to school. Legally councils have to ensure all students can access education - but that can become very difficult in the countryside when public transport is often few and far between. Denis Nightingale has been looking at the example where a third of a school's transport budget is spent on taxis- with some of the cash even funding ferry journeys.
