Overcrowded and under occupied families swap homes

Kerry (far left) is overcrowded and needs more space while Margaret (far right) lives in a house with spare rooms. Solution?
Brighton & Hove City Council's Mutual Exchange service has seen the two families swap homes so that Kerry's teenage son and daughter now have their own rooms and Margaret doesn't have to struggle with a big garden nor have to pay extra money because she has a spare bedroom.
