At the 10th anniversary conference for the World Development Report 2004 (Making Services Work for Poor People), we spoke to Jeff Hammer from Princeton, a member of the WDR 2004's core team and author of the chapter on the 'short route' of accountability. We spoke to him about how aid takes away the accountability of politicians to their citizens, and why the private versus public sector debate misunderstands the historical context of service delivery.
