At the conference for the 10th anniversary of the World Development Report 2004, we spoke to Steve Commins, a member of the WDR 2004 core team, about how the report broke new ground in emphasising the role of politics in service delivery, and how the accountability mechanisms we believe to be important are hard to implement without institutional support.
