The Defence Secretary's refusing to apologise for his handling of the radioactive contamination at Vulcan. Philip Hammond told MPs about the incident in Caithness more than two years after it happened. The British Government kept it a secret from the Scottish Government during that time. Everybody's health, safety, and welfare has been fully protected throughout." Our Political Editor Colin MacKay confronted the Tory UK minister at the Scottish Conservatives Conference in Edinburgh over the weekend.
