Should N Ireland have lower benefits than richer parts of the UK?
That's what a think thank wants to see. Its proposing the benefit cap being lowered outside London and south east England. The benefit cap sits at £26,000 a year, but Policy Exchange wants that lowered in most of the UK. What a row that would kick off. The Assembly hasn't even agreed the £26,000 benefit cap here
