It's one of the most contentious changes in the recent welfare reforms. A cap on benefits for those who receive handouts from the government. At first it was suggested people should get no more than £26,000 a year but David Cameron has just defended Tory plans to further reduce the cap in England. The Prime Minister says if the Conservatives win the next election they will move quickly to introduce a cap of £23,000. #BBCNolan
