Mongolians are being asked to decide government policy by texting in an X Factor-style their verdict. Mongolia has a question to face up to as a nation. What it comes down to is whether it wants expansion at the Oyu Tolgoi copper mine owned by Rio Tinto or not. The case for, is that it could generate revenue equivalent to a third of the country's economy. The case against, is that it's environmentally damaging and Mongolia is not getting a good enough deal. Technically the Prime Minister Saikhabileg Chimedis will not be not bound by the popular poll which starts on Saturday, but it will strengthen his hand. Dale Choi, from Independent Mongolian Metals & Mining Research in Ulan Bator, explains exactly what question citizens will vote on.
