Should children as young as 10 get a criminal record? #BBCNolan

Should the criminal age of responsibility in Northern Ireland be raised? The age here is currently 10. That's one of the lowest ages of criminal responsibility in the world. Now a petition has been started by children's charity, Include Youth, who want the age raised from 10 to 12. They say 10 is too young to be arrested, prosecuted and even locked up if they break the law. So is 10 too young to know right from wrong?
