Should pension for Troubles victims include ex-paramilitaries

Last night's BBC Spotlight programme focused on pension plans for people severely injured in the Troubles. It was a key point in the Stormont House Agreement, and would be given to around 400 people with permanent disabilities including amputation, paralysis and blindness. But Spotlight said 10 of that number would be paramilitaries from both sides of the divide.
