Should tobacco companies be forced to pay to help stop people smoking? A new report says they should. Action on Smoking and Health (ASH) has urged the Government that a yearly levy should be imposed on tobacco companies. The money would go to pay for media campaigns and services to help people give up the habit. But should the tobacco industry be put in this position? Shouldn't people who smoke take responsibility for their own actions? Stephen gets the views of the commentators David Vance and Emma Woolf
