Do we need harsher fines for litter louts?

Should fines for littering be increased? A group of peers has said that the middle classes no longer see stigma with dropping rubbish!

Labour peer Lord Judd said there was no social class division in littering as "so called yuppies" were just as likely to do it. What do you think - is littering a serious problem?
