Loyalist paramilitary initiative - have we heard it all before? #BBCNolan

Northern Ireland's three biggest loyalist paramilitary groups have issued a joint declaration, condemning criminality. In a new initiative, the UDA, UVF and the Red Hand Commando also vowed to make a meaningful contribution to improving their communities. Their announcement followed the launch of a new loyalist community council at an event attended by Tony Blair's former chief of staff Jonathan Powell.
