Should tipping in restaurants be banned? @WilliamSitwell and @CharlieSeaWolf discuss

Should tipping in restaurants be banned or do you think it's a good way of making up the meagre wages of waiting staff? Well in New York there are plans to wipe out the practice by the end of next year...should we do the same here?
