Two decades after the ceasefires, all the main paramilitary groups haven't gone away. That's what an assessment by police and MI5 has found. It concluded that the IRA's Army Council is still in existence, and IRA members believe it oversees Sinn Fein. And despite all the focus on decommissioning, the IRA, UDA, UVF and INLA still have access to weapons. But the panel also found that none of these groups are planning or conducting terrorist attacks. The DUP have responded to the report, by ending its "in out" policy of resigning its Stormont ministers. Sinn Fein has rejected the findings on the IRA and the Army Council.
