Historic Devolution Agreed for Merseyside

A groundbreaking new deal has been signed to change the way Merseyside is run. The five local authorities will now make up the Liverpool City Region. Radio City's Adam Phillips has been speaking to Wirral Council Leader Phil Davies, who headed up the deal.
