Licences for bonfires? Stormont Minister pushes ahead with his big idea #BBCNolan

Environment Minister Mark Durkan is pushing ahead with his bid to introduce licences for bonfires. The Minister has written to councils asking for their views, and setting out how a licensing system could work. Mr Durkan has voiced concern about massive bonfires being built very close to people's homes and the sectarian burning of effigies. But could a licensing system be a success?
