English council bans smoke breaks - a fair move?

A council in England has taken the step to ban smoking breaks for all its employees. Nottinghamshire County Council has said around 9,000 of its employees will be barred from smoking during work time, that also includes E Cigs. The ban will come into force next month. The local authortiy said the ban was aimed at boosting its workers' health, increasing time spent working and reducing levels of sick leave.

So should more organisations ban smoke breaks? Is it fair that smokers are expected not to smoke in working hours and what about non smokers do they have a right to take breaks? Commentators Dave Atherton and Heidi McAlpin
