It's possible someone could sue the state legislature to pass a balanced budget

Former WJBC news anchor Abdul-Hakeem Shabazz is now an attorney, former staffer for the state Attorney General and radio talk show host in Indianapolis. He told WJBC's Dan Swaney the Illinois legislature could be sued to force them to pass a balanced budget.
