Police say a bad decision leads to worries of a kidnapping and a multiple lane shutdown of I-15 in Davis County.

An older brother was supposed to be watching two of his younger siblings, but put them into the care of a family friend they didn't know. That caused one of the siblings to call her Mom, who then called police.
