Cut parking fines. DUP calls for revamp to get shoppers into our towns and cities

An Assembly motion will be put forward by the DUP urging the Minister of Infrastructure to review the £90 mandatory fine. They want the fine to be reduced and are also calling for the first 30 minutes of parking in towns and cities to be free. Is it a good idea or will it cause more congestion in our already busy towns?
